You need to clean up and vaccum all standing flood water from the top and bottom of your carpet. The only way to do this is to pull up the carpet from the wall, remove and throw out the padding. This padding can never be dried properly so it will have to be replaced. Then you must have several professional air moving high speed blowers put into place to dry out the existing carpeting, floors and walls before installing the new padding and re-installing the carpet. Then the carpet has to be properly sanitized and cleaned with a strong germicade to kill all bacteria that could lead to smells and odor. This is a complicated and time consuming process.
